Dear Foreign Secretary,
I understand that at some point this month President Yudhoyono of Indonesia is meeting with the British
government here in London. The situation in West Papua continues to deteriorate and I very much hope
this will feature highly on the agenda for talks with President Yudhoyono. Specifically:
- Foreign journalists and human rights observers are not currently permitted full access to West
Papua. Please call on the Indonesian government to remove any restrictions.
- Pressure should be placed on President Yudhoyono to enter into internationally mediated
dialogue, without preconditions, with genuinely representative West Papuan leaders.
- Indonesia currently plans to increase its military presence in West Papua adding to the tension and
highly charged atmosphere there. By immediately withdrawing the military, para-military and
intelligent agents to barracks, an important first step would be taken to overcome what Ms Hina
Jilani, UN Special Representative on Human Rights Defenders, describes as a ‘climate of fear’ in
West Papua.
- Indonesia must be urgently reminded of its obligations under the International Covenant on Civil
and Political Rights, which it signed in 2006. West Papuans cannot currently exercise their rights
to Freedom of Expression, Association and Assembly, particularly when it comes to raising the
Morning Star flag and peaceful demonstrations in favour of self determination and independence.
All West Papuan political prisoners detained because of activity lawful under the International
Covenant must be released immediately and unconditionally.
- Any type of Free West Papua political party is currently illegal under Indonesian law. Please urge
the Indonesian authorities to allow the West Papuans to pursue the aims of self determination and
independence through the democratic process.
In October 2008, a new group called International Parliamentarians for West Papua will have its inaugural
meeting at Westminster. It would be so positive to mark the launch with encouraging news about West
Papuan human rights emerging from the government’s talks with President Yudhoyono. I look forward to
hearing what has been achieved.
