Ambassador of the Kingdom of the Netherlands,

& H.E. Mr Yuri Octavian Thamrin,

Ambassador of the Republic of Indonesia



Your Excellencies,


46 YEARS AGO TODAY your governments signed a binding international treaty, known as the New York Agreement.



Without consulting the people of West Papua, you decided between yourselves the future of our Nation.

Here is a copy of that treaty. You may think it is old, but for us West Papuans it is just like it was signed yesterday. Please read it carefully. Our people cry many tears when we read the promises you both made to us on that day.

Did you read Article 18? The Kingdom of the Netherlands and the Republic of Indonesia promised that the West Papuan people could choose “(a) whether they wish to remain with Indonesia; or (b) whether they wish to sever their ties with Indonesia … in [an] act of self-determination to be carried out in accordance with international practice.”

Now we ask you to examine your hearts and tell us honestly if until this day your governments have ever fulfilled this legal promise you made to our people?

Even the British Government has admitted that in the 1969 Act of NO Choice “a thousand hand-picked representatives were largely coerced into declaring for inclusion in Indonesia”.

Promises are very important in our West Papuan culture. When we make a solemn promise we keep that promise. Is that the same in your Dutch and Indonesian cultures?

Please look again at the promise you made to us on 15 August 1962 and let us use the right to self-determination you promised to West Papua on that day.
