the issue at the top of the agenda.\u00a0 Today more background on another big controversy as we hear about West Papua from Neal Conan in the Pacific News Minute.<\/p>\n<div class=\"audio-container\">\n<div id=\"jp-interface--55f1ade1ad0f0\" class=\"jp-interface paused\">\n<div class=\"playpause\"><a class=\"jp-play\" title=\"\" href=\"http:\/\/cpa.ds.npr.org\/khpr\/audio\/2015\/09\/pnm_090915.mp3\">Listen<\/a><\/div>\n<div class=\"audio-meta\">\n<div class=\"listen-text-box\">\n<div class=\"listen-text\">Listen<\/div>\n<div class=\"listening-text\">Listening&#8230;<\/div>\n<\/div>\n<div class=\"duration-wrapper\">\n<div class=\"jp-custom-duration\">1:30<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>A push for self-determination has sputtered on and off again since Indonesia seized the western half of New Guinea from the remnants of the Dutch Colonial Empire 50 years ago.\u00a0 But this year, the issue has begun to develop momentum. \u00a0In 2014 a divided group of organizations came together under an umbrella organization called the United Liberation Movement which made a strong push for recognition by the Melanesian Spearhead Group.\u00a0 In the end, Indonesia won that diplomatic battle but the West Papuans did find a stage to denounce a litany of alleged human rights abuses and issue an emotional appeal for Melanesian solidarity.<\/p>\n<p>Port Moresby and the Pacific Islands Forum is the next battleground.\u00a0 West Papua is on the agenda there for the first time &#8211; and Indonesia holds less influence in this larger group which includes Australia and New Zealand. \u00a0While the ULM will press for membership, the focus is on the more modest goal of a Pacific Islands Forum fact finding mission to West Papua.<\/p>\n<p>On his arrival in Port Moresby, New Zealand Prime Minister John Key said the issues in West Papua need to be dealt with by Indonesia &#8211;
