Biak News Juli 06, 2009, To remaind the Biak Blood Ancident July 6, 1998 so, Papua
people especially for those lived in Biak never forget the brutal actione and
hardness done by Indonesia Security. So to day, July 6, 2009 hundred Papua people in
Biak came again to celeberate 11 years the Biak Blood Ancident. People came again to
pray, speech about Papua Independent. But the schedule can not using because
one of The head Indonesia Military In Biak Regengy present also in party so,
people can not able to using their freedom to Expression so, the coordinator of
Ceremony Committee Mr, Costan Karma with it’s brave present in front of people to
said ; We Papua people have not guns or weapons but we consistant to fighting to
Papua Independent, although we to be killed by Indonesia Government. The next Mr.
Costan said please to free Filep Karma, Indonesia Government don’t kill Freedom
to Expression of Papuan people. Annexation of Act free
choice 1969 is one of the Freedom to Expression Rights violation in Papua territory.

If we see that the long story of Papuan at 1963-2009, one of the cases very popular
is the cases of Freedom to Expression Rights violation. This violation very
increasing every days in Papua.

Freedom to Expression Rights is caver their demand is seek or get, contribute the
information, thingking, ideas and collect in to a group.

Papua as like a ball, which one kick one foot to another foots. It describes
Papua to be played by official authority. Papua from under the Power to Powers, it
means that Papua to be transferred by Nederland to UNTEA, and form UNTEA to
Indonesian. This transfer process to be written in the New York Agreement 1962.

UNTEA just done it’s government tasks in Papua for seven months, from October 1,
1962 until May 1, 1963. After UNTEA done it government tasks so, it transfer full
government to Indonesian. So Indonesia government continuing keep it government in
Papua. The transfer process of UNTEA to Indonesian very ironis

The United Nations Admnistratior will have discreation to transfer all or part of
the administration to Indonesia at any time after the first phase of the UNTEA
administration. The UNTEA’s authority will cease at moment of transfer of full
administrative control to Indonesia ( Article XII

United Nations security forces will be replaced by Indonesian security forces after
the first phase of the UNTEA administration. All United Nations security forces will
be withdrawn upon the transfer of administration to Indonesia ( Article XIII).

After the transfer of full administrative responsibility to Indonesia, Indonesian
national laws and regulations will in principle be applicable in the territory, it
being understood that theybe consistent with the rights and freedoms quaranteed to
the inhabitants under the terms o the present of agreement. New laws and regulations
or amendments to the existing ones can be enacted within the spirit of the present
agreement. The representative council will be consulted as appropriate ( article
XIV)

In the fact for implementation for Papua people to be called OPM stigmas,
seperatisme. All this labels became one of the instrument for killed, shut, arrested
turtoned for Papua people.

UNTEA has failed in to implementation Human Rights in Papua. UNTEA just let the
Papua people rights to killed of Inonesia government by it’s Army power. UNTEA has
ready known that Indonesian dan Nederland conflict about Papua politic status, but
UNTEA transfer the administration government to Indonesia at May 1, 1963, and Papua
under power of Indonesia until 1969. It means that UN given time for Indonesian to
killed Papua people

Papua people knew that UNTEA (UN) and Indonesia not fair to implementation of New
York Agreement 1962 so, Papua people stand up to fighting and secured their rights
but UNTEA and Indonesia not cared about what Papua people fighting for their rights.

The counscious of Papua people for fighting it’s rights in 1965 until 1969 as like
they done some protest to demand one of justify for Papua people with used the
International standard and norms, but all of Papuan’s demand it failed. Indonesian
done intervention, terror, intimidation, killing, arrest, lost during 6 years before
implementation of Act of Free Choice 1969. When Act of Free Choice 1969, Indonesia
annexed and compared Papua people to joint to Indonesian

Although Papua is a part of Indonesian according to the resulted of Act of Free
Choice 1969, but Papua people until now knew that the implementation of Act of Free
Choice 1969 is not fair and it annexation of Indonesian under legitimation of
UNTEA.

New York Agreement 1962 is based for the implementation Act of Free Choice 1969 not
to protected, not to fulfilled Human Rights of Papua People.

The cases of Act of Free Choice is the based for Papua people every days stand up to
asks the what so far their politic rights position in New York Agreement 1962.
