The Council of Biak Indigenous People is the permanent representative organisation permanent of Biak Customary (Adat) rights. This organization has been built by the indigenous Biak people to fight for their fundamental rights. Although the existence of this organization is very important in the development and protection of the Biak Customary people’s rights, but for the Indonesian government looks at this organisation in just one way; the Indonesian government regards The Council of Biak Indigenous People as the separatist organisation of the Biak people.

The negative thinking of the Indonesia government has pushed the Indonesia government not to recognise and support the existence of the representative organisation of Biak Customary People.

However, although this organization will not be recognized by the Indonesian government, this organization is consistent with its principles of fighting for the fundamental rights of Biak Customary People.

All of people sat in the Indonesian Government do not care about what this organisation is fighting for. They only look at the Council of Biak Indigenous People as an organisation just fighting for Independence for the Papuan people.

To reduce the action of the Council of Biak Indigenous People in the future, the Indonesian Intelligence Agency (BIN) has created a new organisation they call “the Council of Biak Indigenous People”, with exactly the same name as the true organisation owned by the Biak Customary people. So, now there are two organisations of Biak Indigenous people present in Biak. One is the property of the Biak Customary People and one is created by the Indonesian Intelligence Agency (BIN).

On 21 May, 2008, the Indonesian Intelligence Agency (BIN) set up a Committee to prepare for the creation of the new Council of Biak Indigenous People. The new organization created by Indonesia Intelligence is designed to fight for the Indonesian government against Papua, especially in Biak. Indonesian Intelligence has paid two people of Biak to become the Committee of the newly built fake organisation. All of the correspondence of this Committee for developing the new fake organisation is known by Indonesia Police and Army in Biak Regency.

This case will be the same as Indonesia did 10 years before the Indonesian government carried out PEPERA [Act of Free Choice] in Papua 1969. During these years, the Indonesian government forced people in the Papua Customary Council to agree to join Indonesia through terror, intimidation, killing and arresting Papuan people who did not want to join Indonesia.

And so with this case above too, the Council of Biak Indigenous People as the true representative organization of Biak Customary People, call to International Organizations and the international Community to take steps to protect and advocate for the future of the fundamental rights of Biak Customary People.
